FPA Declares Flexible Packaging Essential Manufacturing During COVID-19

Industry letters in March 2020 secured supply chain continuity for food and medical flexibles.

In March 2020, as COVID-19 spread across North America and governments imposed business restrictions, the Flexible Packaging Association issued letters and guidance asserting that flexible packaging manufacturing is essential to food security, medical supply continuity, and hygiene product distribution. FPA coordinated with member companies to maintain plant operations under evolving public health orders.

Converters producing laminates for shelf-stable food, pharmaceutical packaging, and disinfectant wipes faced simultaneous demand spikes and workforce absenteeism. Plants implemented shift separations, enhanced sanitation protocols, and visitor restrictions while trying to fulfill orders from brand owners stockpiling packaged goods.

Supply chain stress appeared quickly in resin, solvent, and specialty additive availability—though flexible plants generally remained operational when classified as essential. Maintenance teams deferred non-critical projects to keep flexo, laminating, and slitting lines running amid reduced contractor access.

FPA's advocacy helped clarify state and local shutdown orders that might otherwise have ambiguously categorized packaging converters. The association also shared best practices for employee health screening and contingency staffing—critical when skilled press operators could not easily be replaced on short notice.

The essential manufacturing designation validated flexible packaging's systemic role beyond retail marketing debates. For equipment suppliers, 2020 highlighted uptime priorities: remote diagnostics, spare parts availability, and robust documentation that allowed plants to self-service when vendor technicians could not travel.
